This souvenir spoon is for Rome Italy and was made in Holland. It is silverplate with an ornate stem that is in the Art Nouveau style and a ceramic tile shield in the cap that says Roma and shows the square in front of St. Peters. All is topped with a little silver crown.
The spoon is marked with Made in Holland, Silverplated, and has two hallmarks. One is a shield with W E on it and the other I can't make out.
